From 2003 to 2025 I worked as a legislative drafter, first for the civilian administration of the British Overseas Territory in Cyprus and then from 2008 in Jersey's Legislative Drafting Office. I was deputy head of the Jersey office from 2019 to 2023. From 2023 I worked part time till I retired in October 2025. I became the leader of Jersey's Computer-Readable Legislation Project in 2023 and have continued in that role since retiring.
I have taught law and legal practice at Jersey's Institute of Law and at Manchester Metropolitan University, and I was a freelance trainer on housing law for a few years. I have written several book chapters, journal articles and conference presentations on housing law and on computer-readable legislation
In 1990 I was admitted as a solicitor of England and Wales (now non-practising), and I have worked in community law centres, a legal aid firm and the Law Commission (of England and Wales).
My particular interest is in the lessons that legislative drafters can learn about our drafting from the experience of attempting to capture in digital form the logical structures that we create in our drafts
